Holders decide.
The window proves it.
A project asks its holders a question. That question is one stored row. It is open only while the clock sits between its open time and its close time. Votes are their own rows, one per voter, and they stay public.

How it works
How a question works
1 · The row
One question, one row
Title, choices, the project, and two times: when it opens and when it closes. Nothing stores the word open.
2 · The window
Open is the clock
It is upcoming before the open time, open between the two times, and closed once the close time has passed.
3 · Votes
A separate table
Each vote is its own row: question, voter, choice. The tally is counted when the page is read. It is not copied back onto the question.
4 · Locked
One choice, then it stays
The same wallet cannot change a choice. The question counts either one vote per holder above a minimum, or the tokens that wallet held when it signed.
